Careful judging by price on surplus. I got brand new video tripods at an odd lots store and turned them for 5x what I paid same day a few years back.
Likely usable with some caveats. Electrolytics suck the big one, the cheapest mylar cap is a quantum improvement. On the cheap I always recommend air core inductors.
Spring loaded binding posts are iffy. Lastly "gold plated" terminals on the cheap are an iron compound and actually can hurt conductivity.
Cheap xovers with good caps, as I said even cheap good ones, can work quite well. Best if you can measure the inductor, buy large so you can take off turns.
